Qu’est ce qu’un Directeur de Cabinet (ou Chief Of Staff)

On me demande souvent en quoi consiste mon job de Directeur de Cabinet. Nom un peu étrange d’un métier parfois méconnu mais passionant. Petite définition rapide.

Le directeur de cabinet est la personne chargée de diriger le cabinet d’une personnalité politique ou d’un chef d’entreprise.

En politique

Le Cabinet d’un exécutif local ou national (Ministre, Président d’un Conseil Départemental, d’un Conseil Régional, d’un Etablissement Public de Coopération Intercommunale, d’un Maire, d’un Président d’Etablissement Public Administratif ou Local) est un organe composé d’un ou plusieurs membres qui échappe au contrôle de l’administration de la structure de rattachement, car placé sous la hiérarchie directe de l’exécutif.

Il est créé pour servir uniquement l’exécutif, dans son action politique et l’exercice du mandat électif. Le Cabinet est donc, par essence, le bras armé dans la vie quotidienne de l’élu.

Le Cabinet est dirigé par Le Directeur de Cabinet qui :

  • anime les relations avec la direction de la structure, notamment en coordonnant l’expertise des services ou des directions métiers,
  • contrôle la mise en œuvre des orientations stratégiques de la structure qu’il a contribué à définir,
  • coordonne la gestion de la crise et la sécurité des biens et des personnes,
  • impulse les priorités de l’agenda,
  • manage l’expertise technique et politique du cabinet notamment pour la préparation des dossiers stratégiques,
  • représenter l’élu, ou la structure,
  • supervise l’activité de communication de la structure et les relations extérieures en cohérence avec les objectifs stratégiques du décideur,
  • superviser l’organisation des instances de décision, en conseillant l’élu ou le cadre dirigeant dans ses arbitrages

Emprunté au monde politique et militaire, le métier de Directeur de Cabinet (ou Chief of Staff) connaît un essor important. 

Véritable extension du CEO, ses fonctions s’inscrivent au croisement entre la stratégie, l’opérationnel et le conseil. Il occupe un rôle crucial dans le quotidien de l’entreprise, notamment dans l’atteinte des objectifs fixés par le board ou le CEO de l’entreprise.

Ses missions peuvent être de l’ordre :

  • du conseil : le Chief of Staff a un rôle « tiers », comme un consultant pour être la personne neutre, sans lien hiérarchique avec les autres managers afin de les aider à prendre les meilleures décisions pour atteindre les objectifs fixés,
  • de la stratégie : soutien opérationnel permanent du CEO, il participe également à la stratégie globale de l’entreprise, en s’appuyant sur sa solide connaissance de l’interne.
  • de la gestion de l’information : il doit avoir une bonne compréhension des enjeux et attentes de chacun pour garantir la bonne transmission et le partage des informations. Il doit s’assurer d’une bonne communication interne, aussi bien avec les autres membres de l’exécutif qu’avec les clients et partenaires. 
  • opérationnel : ses missions s’adaptent aux forces en présence de l’entreprise et à l’agenda du CEO. Il joue souvent un rôle d’explorateur sur de nouvelles idées business et participe à la structuration de nouvelles équipes. En fonction de la maturité de l’entreprise, il peut aussi être amené à participer à la réalisation d’analyses financières et de missions RH ponctuelles.
